Documents for Renting and Address Registration in Bulgaria

Renting a flat in Varna as a foreigner takes little paperwork. Registering that flat as your address — which you need for residence documents, a GP, schools and a lot of official mail — takes more, and most of it depends on the landlord's cooperation. Here is what to expect as of October 2026. Rules change; check the Ministry of Interior (mvr.bg) before you go.

What a landlord will ask for

  • Passport or EU ID card. Its details go into the contract.
  • Your Bulgarian personal number for foreigners (ЛНЧ), if you already have one from a residence document.
  • Sometimes proof of income — an employment contract, a letter from your employer, or bank statements — especially for pricier flats.
  • Who will live there, and whether you have pets or children.

Owners without a local credit history to check may ask a foreigner for a larger deposit or a few months up front. That is negotiable, but expect the question.

In return, you are entitled to see the owner's title deed (нотариален акт) and ID, so you know you are signing with the actual owner.

Ask about registration before you fall in love with a flat

Not every landlord agrees to address registration. Some fear tax scrutiny, others simply don't want the hassle. Ask on the first call: "Will you sign a rental contract and a notarised declaration so I can register my address?" If the answer is vague, assume no.

EU, EEA and Swiss citizens

You can stay up to three months without formalities. If you stay longer, you apply to the Migration Directorate of the Ministry of Interior — in Varna, the migration unit at the Varna Regional Directorate of the Interior — for a long-term residence certificate (удостоверение за дългосрочно пребиваване). Among the documents, you need proof of address:

  • a rental contract, and
  • a notarised declaration of consent from the owner (декларация за съгласие), confirming you may live at and register the address.

These are two separate documents; the contract alone is usually not enough. The other requirements (health insurance, proof of work or means, fees) depend on your situation — check the current list on mvr.bg.

Non-EU citizens

Typically you arrive on a type D visa and apply for a residence permit at the same Migration Directorate, under the Law on Foreigners. Proof of accommodation is again required, and in practice that means the rental contract plus the owner's notarised declaration. If you change address later, you must update it with Migration. Requirements differ by permit type (work, family, study, retirement, Blue Card), so confirm the exact document list for your case.

Ukrainians with temporary protection

Temporary protection in Bulgaria has been extended to 4 March 2027. For holders, the address is recorded on the registration card issued by the State Agency for Refugees (ДАБ / SAR), not at Migration. You need a rental contract or a notarised declaration from the owner, and an address change is filed with SAR. Since 30 April 2026, new cards are issued only by SAR offices. The owner's notarised declaration

This is the document that most often stalls the process, so it helps to explain it to the landlord:

  • The owner signs it in person before a notary, bringing their ID and title deed. It takes minutes and the fee is small.
  • It states that the owner consents to you (named, with passport details) living at and being registered at that address.
  • Ask for two or three certified copies — different offices may keep an original.
  • If there are co-owners, the notary will advise whether all of them need to sign.

Offering to cover the notary fee and to go together often turns a "maybe" into a "yes".

The rental contract

Notarisation of the contract itself is not required. Make sure it contains the full address (entrance, floor, flat number), both parties' details, the term and the rent. A bilingual Bulgarian–English contract is best; authorities will expect Bulgarian. Our article on rental contracts covers what else should be in it.

Common problems

  • The owner agrees to rent but not to registration. You cannot register without their consent. If you need residence documents, move on.
  • "I'll sign the declaration later." Get it before you pay the deposit or within an agreed number of days, in writing.
  • The contract shows a lower rent than you pay. Don't accept it; it weakens your position in any dispute.
  • An agent offers to "arrange registration" for a fee. Registration itself goes through official channels; your real costs are notary and translation fees.

Keep scans of every document — passport, contract, declaration, residence card — on your phone and in the cloud. You will be asked for them more often than you expect.
